Hi Ann,
It is called a "dummy load". It allows a transmitter to be connected to
something that allows the transmitter to output full power without having it
go out on the air. They are very popular items. Heathkit is in business, but
not the Heathkit that we have all come to know and love. They cannot help
you get rid of it.
The oil inside could be many types. Some used transformer oil, which is
carcinogenic, but there were other oils used too. Any ham radio operator
would be happy to have it, and could either use it as is or dispose of the
oil properly and refill it. If you can't find anyone near you, I can help
you locate a nearby ham radio club. Please let me know where you live and
I'll try to help.

I received a call from a lady who has an item I think is called a dumbie
load. She says it looks like a paint can, made by Heath, and is more than
30 years old. It has a liquid inside. She wants to properly dispose of
it. My guess is that it is transformer oil and way back then transformer
oil had PCBs, a substance we now know causes certain types of cancer. Does
anyone know about whether there would be PCBs in the oil? Is Heath still
in business? Any help would be most appreciated.
