This is a good one.  What's happening to the 300 vdc when this pot is  
turned?  Looks like it's isolated from affecting the 300 volts by C305 at  V14 and 
C211 at V17, but.  It appears that with the pot fully CW, ground is  placed on 
the wiper.  Even if C211 were shorted, you'd still have 247K  between 300 
volts a ground.  Let us know what you find.
