Heath Pawnee Alignment Question

I have several Shawnees and a Pawnee, all of which I have restored. Prior to picking up an IFR service monitor this is how I aligned equipment, including the former:

For the VFO alignment I use a short-wave receiver w/digital-readout. I use this as a frequency-standard, picking up the 8-MHz signal from the VFO, tuning the receiver to the desired frequencies I wish to receive from the VFO.
The SW receiver does NOT have to be placed too close to the unit being aligned in order to receive the signal.

As for IF alignment, and assuming the SW tracks into the 22 - 26 MHz range, use the SW receiver to detect the signal from the URM/25D. Make certain the sig. gen. is warmed up to minimize drift.

RF sections can be peaked using a weak on-the-air signal. Setting to front-end osc. can be accomplished by adjusting to known 2-M freqs.

This 'poor man's' alignment procedure is not as perfect as a service monitor but it will work quite well to get you (damn) close to what you need.

One is to use a set of crystals, which I don't have. The other calls for the use of a frequency meter. I don't have one of these either and I'm not really sure what it is. I do have a URM/25D signal generator and a good frequency counter. Could these be substituted for this application? If I'm reading the instructions correctly, all I need is a signal to beat against the VFO signal in the receiver. Once the frequency is determined with the counter, the signal from the 25D should accomplish this. Am I on the right track or will I need different equipment?
