In those cases where "fair use" does apply, except in a classroom type 
teaching setting, it rarely can be stretched to include the reproduction 
and general distribution of the entire work, but is intended to permit 
quoting of section for criticism, review research etc. It is NOT a claus 
designed for, not does it implicitly or explicitly permit the general 
copying of entire works for distribution. A careful rereading of the linked 
section, and the two sections it refers to is advised.

As well it is worthwhile to note that not all countries have a "fair use" 
provision such as the US, so it is always good to check, especially in 
cases such as this where the copyright holder of the article in question is 
in the UK.

While likely permission would likely be forthcoming in a case such as this, 
even if there were no legal requirement it would always be courteous and 
polite to ask, and abide by the owner's wishes.
