Hi Douglas,

Tantalum caps are widely available, so if at all possible, substitute 
caps with the same type and rating. If a tantalum is being used in a 
non-critical application like filtering a supply rail, you could 
safely use a electrolytic that has the same or better specs then the 
original. Tantalums being quite stable are favored in timing 
circuits, so in that kind of application I would try to stick to the 
same type, although a electrolytic would certainly also work, even 
though accuracy might be affected, but at least it will let you test 
the circuit to rule out the cap as a possible suspect. Another virtue 
of the tantalums is their relative small size for a given 
capacitance, so if it is used in a tight spot, a electrolytic might 
not fit physically.
