HP-23B Power Supply upgrade...

Hope this isn't a dumb comment, but for the HP23 to turn on, there is
external switching required from the rig itself.  Check the primary circuit
diagram and you'll see that there is a pin connection for a switch.   Make
sure you have that jumpered if the rig's power on switch isn't connected to
that cable.  In the HW/SB 1xx series and HW12/22/32 units, the plug is
wired.  Since the MR1/MT1 weren't generally used with that supply, perhaps
the pin out is different.
