Heathkit TD-1089 Doorbell

I've had problems with this Heathkit Doorbell before when it played
continuously. Now it only plays the notes while the doorbell button is
held in the closed position.  Would this also be an IC1 problem?  Would
replacing this chip resolve this problem or is it another IC that latched
the circuit?
