You can blame your atomic clock problems on Congress who changed the DST
schedule.  The clock makers were caught off guard and your clock may be like
mine in that it still expects to change on a specific date and not by a
specific DST control signal.   It's actually hard to find those clocks in
the store now since manufacturers appear to be wary of more changes.  For a
