Thanks Larry,
Yep, that was it. No insulators, the rotor is grounded with the frame
of the cap.The reading is now .0014 ohms.I did manage to get
the oil (SB Blaster) out of the between section bushings but then the
shaft REALLY tightened up. I did not clean the front bearing of any
lubricants, so I proceeded to apply contact cleaner to it followed by
a squirt of liquid wrench L3 which is a penetrant/lubricant. It seemed
to free up a bit but stiffened right up again. Wish there was a way to
spin the pulley for a period of time but can't because of the stops on
the cap.
If there was ever a need for dial string design, this would be the it,
or better, a direct shaft connection. The belt is as tight as it can
be and is fairly new. It must be the original grease that has
hardened. I am thinking of applying heat to the shaft to try to
extricate some of that old grease. Running out of ideas here.

If it worked prior to seizing up and your oiling it, I would
remove it and flush it with alcohol or some other solution to remove
the oil. I bet some of it is on the insulators mounting the stators.
Been there, done that. I used WD40--bad idea. now I use a syringe and
it goes only where I want it to go. Lotsa work but to replace it, the
same amount of work but no cost for new cap. Worth a shot. Maybe with
a rag under cap to catch drippage you can flush insulators without
removing. Use Isopropyl alcohol and get the stuff that is at least 91%
pure as it has less additives. I get mine from Walgreens for a dollar.

Yea, the demon has hit me too. That darn C924 variable load
cap got
too tight. I had no desire to disassemble the whole cage,
Now the real
problem. I got it to free up by squirting penetrating oil on
the
bearing and all the bushings for the three sections.
Afterwards I
tuned up and found that the normal functioning control has
stopped
functioning except at the full ccw position tuning into a
calibrated
50ohm dummy load. Used to work, now caput.
What evel doth I do?
