I disagree: I believe it is to provide a source for the milliameter 
reading by simply supplying a voltage drop, at whatever current is 
drawn. If that is the case, then the value of the bleeders would make 
no difference, since the voltage drop across it at the current drawn 
by the PLATE circuit SHOULD remain the same.

I would agree if that resistor was used to provide the source for 
VOLTAGE measurement, but not if it is to provide the source for 
CURRENT measurement, which in this case, it is.
