[Heath] VHF Scanner Question

All,

Can an old Heathkit GR-1131 VHF scanner still  be used since everything is now digital?  Are the crystals still available and do emergency services (Fire, Police, etc.) still broadcast at these frequencies?  I am not a HAM or radio guy and need a little assistance.
