Cannot help you with your first question but I would suggest that the  
multiple decoupling is to minimise the cathode lead inductance for 10m and 15m.  
If you had just one set of caps shared between the tubes you would be 
adding at  least an inch to the cathode lead which would reduce the gain on 10m 
and  possibly encourage instability at VHF.
