Hi John.  You will need to set the bias properly if you want to TUNE the
rig, even though you don't have a mic.  Just put a clip lead between the
mic. jack keying terminal and the chassis to simulate that, and make
sure the mic. gain control is turned all the way down.  Then set the
bias to 50 ma.
