FRank,

Yes.  We have 5 channels 24x7 <http://datn.wisc.edu/channels/>.

The Turbo264 channels are CNN, TV5, NTV, Big Ten and mtvU.

Except for mtvU, these only work on our campus.  They use locally-scoped 
multicast addresses.
