Oh it could be this one! :)
It's not uncommon that a switchs multicast capacity is limited to the
slowest port on the switch. What's happening when the PC is turned off
or put into stand by is that(if WOL or similar fuctions is enabled) is
that it often negotiate 10MBit with the switch, which limits the
multicast backplane to the same. I've seen this a couple of times.

Try to connect something that you know is negotiating 10Mbit and see
if you get the same behaivor.
