[j-nsp] commit sync hanging, now config has exclusive lock

it is possible that commit sync failed because of the exclusive lock.
you can break exclusive locks with a request command and force the user who currently have the lock to logout. unfortunately I dont have immediate access to the equipment.
you can also kill the appropriate pids (mgd, and the -cli above it), to break the lock.. or reboot.
