Please check if you have RSVP/MPLS enabled on all(or respective)
interfaces on POP1-BBR1 and POP1-BBR2. 

Please send "show ted database exten" from this router and 
MPLS/RSVP configuration. Do you have any restrictions/contraints
on this LSP? What image you are using?
