[j-nsp] Frame relay: CIR

Hi,

I think this has been asked before in this list but I could not find any
conclusion in the previous thread.

Anyway, is it possible to set the CIR and BIR for a frame-relay
encapsulation over a T3 link? I could not find any command or docs to
configure these settings.
