I've noticed (via snmp/mrtg) that input rate on the interface exceeds
the rate i've set.
Let's say, having this configured:

if-exceeding {
    bandwidth-limit 4m;
    burst-size-limit 15k;
}
then discard;
-------------------------------------
i get about 4.5mbps.
Output rate looks quite reasonable.
Could You please tell me ( or give a pointer to the documentation ) is
the input speed which i get from the interface is the rate before
policing (which actually occurs later)? Perhaps i've messed up with
burst?
