The act of installing a package shouldn't change the ownership or
permissions of the file.  Can you confirm you are seeing this?  It's
not the behavior I see on my test box.

In other news: you can use "start shell user root" instead
of "start shell ^M su":

    phil at my-box> start shell user root 
    Password:
    root at my-box%
