[j-nsp] JunOs6.2, 802.3ad Aggregated Ethernet VLAN-ID > 1024?

The docs state that when using 802.1ad the vlan range is 1-1023. I
checked the docs up through 7.0 and they're the same. Looks like a
software limitation since VLAN ID's of 1-4094 are acceptable on
non-aggregated links.
