This is not true. PICs are hot-swappable:

On M20, you typically need to pull out to FPC because of the lack of PIC
guides and ejectors, although if you are very careful, you can slide
them in and out without removing the FPC, depending on the PIC.

No. The FPCs that hold the PICs are hot-swappable, but you have to
remove
the FPC from the chassis if you want to add/replace/remove a PIC.
