That's not true. By default JUNOS does not load balance at all. By 
default it installs only one active route into the forwarding table.

Also not true.

The IP1 only can do load balancing per packet, the IP2 can only do it 
per flow (with configurable hash keys). The same policy statement you 
mention is used for both the IP1 and the IP2. On the IP1 this will turn 
on per packet load balancing. On the IP2 this will turn on per flow 
load balancing. See Daniel Rosen's comment as well.
