On an EBGP session, the next-hop address is validated against the IP
prefix configured on the interface used for that session. If it fails,
as it is the case here given that this address is configured on a
different interface, the next-hop is considered unreachable.

To disable the "3rd party next-hop check" (as it is refered to in the
protocol spec) set the 'multihop' option.
