[j-nsp] VPLS and tunnel pic

Tunnels are required to communicate between multiple PE routers.
The tunnels can be on a tunnel Services PIC or a Link Services
PIC.

Does VPLS require a tunnel pic? I seem to recall seeing this being
mentioned in the documentation once upon a time, but it seemed to be
mentioned to infrequently that I was wondering if it was a mistake in the
documentation?
