[j-nsp] readiness signal in Link Aggregation

This is regarding Link Aggregation (802.3ad).

What is the readiness signal in link aggregation? Is
it simply LACPDU with Collecting, Distributing,
Aggregation, Synchronization flag bit set to 1 ??
