[j-nsp] Rate-limiting of ICMP error generation

A browse through the archives has shown that a Juniper will generally
limit ICMP error generation (eg ttl exceeded) to about 50 per second. 

Testing has indicated that this is per FPC rather than box-wide.

Is there a knob to increase this value a bit? On high speed interfaces
(especially 10GE), this seems a little bit low, and users tend to notice
(and complain).
