To completely clarify, if fxp0 is disabled then all OOB
"Ethernet" management access will be gone leaving you with only Console,
Aux, and inband access.
If you have a terminal server connected to the Console port, then
you will still have OOB management access. Disableing fxp0 will not
have any effect the forwarding of the router.
Hopefully this will clarify it all.
