[j-nsp] pfe_send_failed

tnpaddr 5 is RE1. Looks like the rcp copy to the other RE is failing. Is the other 
RE up-and-running ok (show chassis routing-engine)? Can you login to it (request 
routing-engine login other-routing-engine) ?
