Hi,

I don't think you can supress the "system login message" just for some
users, since it's copied in /var/etc/issue, to be used by the telnet
daemon on login.

You could either disable it for the whole router, or use JunOS 7.3R1.5
which has a bug that doesn't show the login message :P
