[j-nsp] PR keyword search is incomplete

Hi,

Is there any particular reason the PR keyword search seems to omit 
some public open PRs from its output, even if you search by the words 
in the synopsis?

For example, #64434, search for "IPv6" or "multicast".
Another example, #41686, searching for "arp" doesn't show this.

It appears the search only looks for "Release note".  Obviously it 
should look for "Synopsis" as well, because many PRs have an empty 
release note section.
