Well, what do you want to do? Either you configure the ERX by hand
(not really feasible for large numbers of customers), or you have some
kind of provisioning system. If you don't want to use SDX, you'll have
to roll your own (or possibly find some suitable open source software).

We run a reasonably large ERX installation without SDX, using our own
provisioning system.
