No. But there are rules that you must keep in mind when using "then
next-hop" on a bgp import policy.

1. If a neighbor is ibgp or ebgp multihop, then the next-hop must be
resolvable.

2. If a neighbor is ebgp (non-multihop), then the next-hop must reside
on the interface that is used for the peering session.
