Hi Paul,
What kind of configuration you have uner "system ntp"?
I guess ntp configation from both Juniper and Cisco will help to
identify the problem.
Can you ping/traceroute from Juniper to ntp box?
I'm running same JUNOS, but I don't have a problem with ntp.
