I cannot follow this logic, and from what I gather discussing this with
other folks, noone else either. :-)

Can you please point out where this "empty prefix-list matching any"
makes any sense? I have yet to experience any situation where I want
to match anything, but keep the option to specify the exact list later.
Or want to fallback from specifics to "any".
