Configure to Point-to-point does not help. The adjacency is still down

It sure doesn't. Here is a /30 link which is not configured as P2P:

sthaug at cr1.br> show isis adjacency
Interface System L State Hold (secs) SNPA
ge-0/1/0.0 aaa.bbbb 2 Up 8 0:90:69:eb:5c:3e

and here's a /30 link which is explicitly configured as P2P:

sthaug at cr1.td> show isis adjacency
Interface System L State Hold (secs) SNPA
ge-0/1/0.0 ccc.dddd 2 Up 26
