[j-nsp] L3VPN routes seem unresolvable

Jeff,
This following was given to me by a Juniper SE.
There's an optional command known as vrf-tabel-label that should allow
this to work. This command allows
the router to map the logical interface to a VRF when the logical
interface is on a shared medium, such as GE.

I have verified this works in a lab environment.
