thats not correct; - L2Des size is entirely dep. on I/O Manager ASIC 
chip revision plus I/O Manager ASIC SRAM;

your example shows a I/O manager ASIC version 2.0 with 1MB of SRAM
for example an I/O Manager ASIC version 3.0 with 2MB of SRAM would
give you 162816 L2Des;
