[j-nsp] Junos upgrade 7.0R2.7->7.3R2.9 on M5 and a problem with auto negotiation on 12xFE pic

See PR #64425.  This is a bug.  Note that only the 12-port FE PIC seems
to have a problem, and the 4-port FE PIC works just fine.

This bug is one that I find a bit surprising...you would think something
like this would have been caught before release!
