[j-nsp] fpc possible memory leak

Does it look familiar to anyone? Any hints on what might be the reason of this?

Happened after "request chassis fpc slot ..." while trying to get rid of bizarre
behaviour of an OC-12 ATM interface (wrong VPI/VCIs on output). It's an E-FPC
Type 1, JUNOS 7.4R1.7.
