That's because ISIS pads the hellos (or CAN pad them) to the MTU size.

Call me crazy, (realising this is not Juniperish), I believe EIGRP keeps
track of "minimum MTU in path".

And, sometimes ISIS won't come up in case of MTU mismatch.
