[j-nsp] OSPF Export policy question

Hello all,
 
I am trying to implement an OSPF export policy with the "neighbor"
statement. It seems that it does not have any effect on the distribution
of routes. Configuration is as follows;
 
lab at ST-JM7i> show configuration protocols ospf   
export OSPF-Export;
area 0.0.0.0 {
    interface fe-1/3/1.0;
}
 
[edit policy-options policy-statement OSPF-Export]
lab at ST-JM7i# show 
term fake_neighbor {
    to neighbor 1.2.3.4;
    then accept;
}
term rest {
    then reject;
}
 
OSPF neighbor state is as follows;
lab at ST-JM7i> show ospf neighbor 
  Address         Interface             State      ID              Pri
Dead
192.168.1.6      fe-1/3/1.0             Full      192.168.100.3    128
37  
 
IMO, neighbor router should not get any route updates with this policy.
But M7i does not bother "to neighbor 1.2.3.4" statement and distributes
its routes. Any thoughts or comments?
