It depends who do you ask. But to be honest and fair Juniper has much better product then Cisco. What makes JNPR better then Cisco is following:
Junos operating system
reliabilty
scalbility
There was test done by light reading back in 2001 on Cisco vs Juniper features and product, which shows jnpr product reliabilty and how well they do in certain topolgy.
