So sshd is still bound to that port instead of inetd. Any idea how sshd
got started this time? 

What's the output of: ps auxww | grep 24279

If this doesn't shed more light on it maybe try killing sshd (24279)
again, double-check that it's not coming up again after you killed it
(ps auxww | grep sshd) and then kill inetd & start it again.
