[j-nsp] BFD on ISIS and graceful-switchover

Hi Valery,
GRES with BFD is not supported. BFD goes down which pulls the
interface down - this is a topology change so Graceful Restart
disables - GRES relies on GR so GRES fails.
Without BFD, everything is fine.
