One way to achieve this is to map the multiple l2circuits onto a lsp
using community and set up the lsp with the bandwidth (100Mbps) you
want.

Some cautions,

1. the bandwidth policing will be on the lsp alone, using the l2circuit
bandwidth to make sure each l2circuit connection reserve enough
bandwidth helps but it is not required
2. other traffic may use the lsp if you are not careful, in which case,
not all the bandwidth on the lsp (100Mbps) will be used by the
l2circuits. Planning is important.
