[j-nsp] sonet error messages

Seems you are taking errors at the Path layer, in both directions. IIRC,
the BIP-B3 counts incoming path errors as detected by BIP 8 parity. The
REI-P indicates that the remote end has also detected BIP 8 path errors,
and is reporting them back to the local end.  I also notice you have
some other Path related issues:

Here the remote end is reporting errored and severely errored seconds,
again at the Path layer. 

I expect there are SONET errors in the transmission line, and that some
Line terminating device is cleaning up the section/line error, such that
only Path errors are seen end to end.
