The pcmcia-flash is intended for installation images only, so that you 
don't need/want to leave it inserted during normal operation. You can 
upgrade it by dd'ing a new install-media image, as described prominently 
in, well, pretty much all of the docs associated with the install-media 
image. :)

For example:

dd if=install-media-whatever of=/dev/rad3 bs=64k
