You're probably looking at the wrong place, route-views tells this:
route-views.oregon-ix.net>sh ip bgp 192.0.32.0/21

Perhaps the reason you don't see the route much elsewhere in the 'net
is because it has been deprefed by AS701 and it isn't therefore
advertising it out.
