[j-nsp] 'monitor interface traffic'-like feature for firewallcounters

The jnxFirewalls MIB contains the jnxFirewallCounterTable, which can be used
to retrieve byte and packet counters.

The MIB can be downloaded from the Juniper site somewhere. The OID for the
jnxFirewallCounterTable is:

iso.org.dod.internet.private.enterprises.juniperMIB.jnxMibs.jnxFirewalls.jnx
FirewallCounterTable
